- ➤ St. Tammany Parish passed a coastal resilience ordinance in May that requires new homes near Lake Pontchartrain and local rivers to be built 3 feet above the base flood elevation and prohibits most fill to help curb flooding—this measure addresses residents' long-term concerns. The Parish Council will consider additional zoning changes in August while some homebuilders question the impact on housing affordability. The Times-Picayune
